How to Make 3D Polygon Parcel Maps in Google Earth

For years now, I've been noticing some vacant land listings that have these cool 3D parcel maps included. I always assumed there was some third party software or photoshop magic involved in creating these, but as I learned yesterday, it's actually really easy to make these natively in Google Earth.
