Potential legal recourse?

Hello everyone,
I just sent out my first campaign to tax delinquent landowners in NY state. A friend mentioned it may be illegal to market to this group. That makes me wonder if there is any potential legal recourse in this process. I know that the lists are public information but is there any reason this could be illegal?

@lcb what led your friend to think it would be illegal?

People often use that word about things they don’t like or understand. I’m not saying they’re wrong, but that’s a BIG statement to make about mailing a letter. I would ask for an authoritative source to back up that claim.
